  16. The VICTORY Thoroughbred Handicapper is based upon principles from "Total Victory At The Track" by William L. Scott.  It uses Performance Class Ratings (PCR), current form tests, Ability Times, Early Speed Index (ESI) and Finishing Strength Index (FSI) to
